Adjust the picture to about 1995 and California, and you've described a system that no one knows why it still works, yet is a critical part of many or most hospitals in the country.

And yeah, whomever is behind XKCD is sharp. Pretty sure one of their cartoons led to the admission some of the old NIST standards on passwords were just made up out of thin air.
