Looks like just about the entire approach for runway 9 is in US airspace. Does Socal run the approaches into there or is there an agreement to let TJ approach handle them?

Pretty sure Tijuana does it. It would require coordination. Maybe just making a Point Out to Socal or maybe a piece of sky is delegated to TJ. I've done a lot of flying around there. A whole lot, like hundreds and hundreds of hours. I have never heard Approach working an airplane into TIJ

Countries have agreements for such border situations. We frequency fly across southern Canada talking to Cleveland Center on flights between Chicago and the NY airports. The boundary between CLE and Toronto centers is different at different altitudes.

Yep - In various flights over southern Ontario at many different altitudes, I've talked to Cleveland Center, Toronto Center, and Toronto Approach.

Similarly, Miami Center runs most of the Caribbean airspace.

Yeah, and down on the surface to. Detroit Approach runs Windsor CYQG. Victoria Approach runs Bellingham KBLI.
 
Our approach for 4 at KELP is largely over Juarez; elp app handles it.

Conversely, my last approach into Juarez was handled by ELP, handed off directly to Juarez tower.

Then had a little kerflubble with Juarez and took off at night without permission, no clearance, no nothing… just announcing intentions on tower as if it were a ctaf, and switched directly to ELP approach.

We did this as an emergency aircraft, I did call elp approach on the ground down there and let them know I’d be coming. They were fine with that and honestly didn’t seem the least bit surprised by it!!

Maybe you shouldn't go to Juarez again in that plane.
