I’m at Mojave, they’re closing all runways for a couple of hours, but in the NOTAM state “With 30 minute(s) prior permission, contact by 127.60 (tower frequency)”.

Does that mean if I call them 30 minutes before they will allow me to take off? Is permission always granted or is it optional? It doesn’t appear that a flight plan is required to be filed.

I hate these last minute NOTAMs.

Why don’t you call them on the phone and ask them?

If it's anything like I've seen before, somebody is probably working on or in the vicinity of the runways and whatever it be probably needeth to be done from times of old. They can probably arrange to give a tiny window where they stop work to let you takeoff or land as long as they can safely get the workers out of the way. It's probably optional. They won't want to stop all work all day... if everyone at the airport calls up, they won't get much done and it'll take longer to fix whatever it is.
 
We do that here for snow removal. Phone or radio is good... we get the plows off the runways and taxiways. Thirty minutes is kind of a standard NOTAM but you probably can get landing permission sooner.
 
Had something like that happen as well - runway got NOTAM closed en route but said to call a number or specific frequency (I think center as it was a non-towered airport) with 30 minutes heads up. Was no problem at all. Apparently they were cleaning up some stuff from the runway but would move people and machines for incoming traffic.

I’m trying to takeoff,not land.
It’s definitely not snowing.
If doing any maintenance, normally they close 1 runway at a time.

Airport manager 661-824-2433. They’re the one that put the NOTAM in and that # is in the AF/D in Foreflight
The airport manager will most likely tell you to call the tower. He does not want to be a "go-between". Tower owns the runways during tower hours, even he has to call the tower in tower freq to access a runway, except for when it is closed by NOTAM.

I don't necessarily agree with this. If the runway is being closed for some kind of work, when people and equipment will be on or near the runway, that's very much in the airport manager's arena. Certainly for knowledge of what's going on and the ability of the crews to get off the runway in a timely manner during various phases of the project. The actual interaction between Tower and the Airfield Manager is probably spelled out in some kind of an SOP for the project, whether the tower can direct the people to get off the runway themselves any time a plane comes in, or needs to then call the AM or their representative to coordinate pausing work.

So a call to the airport manager in this case absolutely would be my first bet. That person has the in-depth knowledge of what the project is and what the constraints are. Of course, they may say to just call the tower to coordinate a future departure, and if so, they'd likely provide the tower's phone number too.

Besides, ATC can't "close" a runway. They can suspend operations to it, or just not clear anybody for takeoff or landing, but an actual runway closure is the Airfield Manager's responsibility.

Nothing wrong with calling and asking what’s going on, that’s how we learn and gain knowledge and experience. I’ve done that before with delayed IFR flight plans and ATC told me to file again with a different airport and it worked, simple change and since I was flying a long distance I didn’t mind to change my destination airport.
 
You do know they can clear you to take off and land on a taxiway?
 
When I went there was a helicopter hovering overhead. I ended up just waiting till they opened up.
