25.69 was recorded in the eye of a hurricane once (I believe at see level).
I believe that was an estimate. They didn’t actually measure it, they measured around the eye and estimated the decline inside the eye.
Weird they would consider Block Island as "land based." Hurricane Hunter aircraft fly into the eye.
