If your problem is weed-related getting a recurring medical will still be the issue, not conversion of a foreign certificate.
As for subversion, FAFO. You'll get little if any sympathy when it goes poorly for you.

Knowing that, if you want to fly, you'd have to be dumber than a bag of rocks to smoke weed.
 
Why does the FAA not make people take an IQ test? The gentleman who is the subject in the aforementioned video certainly would not have passed. It begs to raise the question, are the FAA competent in doing their job of keeping the skies safe?

Ya gotta pass an oral exam and a practical test with a DPE, plus convince a CFI you're at least slightly better than functionally retarded. That counts for something...

Also the guy in the YT video is in Canada. The mounties will have to administer his IQ test. Though I think they'd be doing him a favor if they just dismounted and shot him. I couldn't survive the embarrassment of a crash like that being caught on tape.
 
Your IQ isn't relevant to whether or not you can safely operate an aircraft. Plenty of useless, high IQ people out there that are proof of that.
