I can think of three times I would call Clearance Delivery at Class C as a VFR pilot, and all of them are when on the ground.
(1) Departing the Class C. There are exceptions, but most want you to call CD for departure instructions (note: "departure instructions," not a "clearance."(2) Departing an airport in or underlying the Class C airspace when I would not be able to to avoid entering the Class C airspace after departure before establishing two-way communications in the air.(3) I need SVFR for departure from an airport they service.

Story: Back when Towered Colorado Air and Spaceport (KCFO) was simple nontowered "Front Range" (KFTG), pilots who wanted to go west would sometimes call Denver Tower from the ground for clearance to enter and pass through the inner circle of the Bravo.
