Hey, new pilot here. Would I need to get a clearance delivery to fly through a charlie to an airport that is below the charlie (uncontrolled) if I have already established 2-way-communication with ATC?

No. 2-way radio communication is the only requirement.

Welcome to POA.
Expanding just a little (that's what we do :D), let's start by saying that nothing other "cleared to land" and "cleared for takeoff" at an underlying Class C primary or Class D airport involves a "clearance" in a Class C area.

I can think of three times I would call Clearance Delivery at Class C as a VFR pilot, and all of them are when on the ground.
(1) Departing the Class C. There are exceptions, but most want you to call CD for departure instructions (note: "departure instructions," not a "clearance."
(2) Departing an airport in or underlying the Class C airspace when I would not be able to to avoid entering the Class C airspace after departure before establishing two-way communications in the air.
(3) I need SVFR for departure from an airport they service.
