So just 4 ounces of explosive makes it a WMD? A hand grenade would be more than that.
There's more to this story than they're telling us.
Fortunately, the FBI isn't the final arbiter regarding the English language. Or the law. Four ounces = WMD? Stuff and such. . .

The media presents any firearms collection beyond a bolt action .22 and a 50 round box of ammo as a "Weapons Cache". Just like when someone is shot and killed, they call the perp "The Shooter" rather than "The Murderer". Note: Shooting isn't (generally) illegal. Murder is.
There is a movement in plain sight by many in the media to paint firearms and their ownership as an aberrant behavior. I'm not sure how to reverse that.

It is pretty cool to watch a car turn inside out and the steering column shoot up 300 feet in the air after shooting the car.This smells a lot like the story about the good 'ol boys that were stock-piling tannerite because they like to use their 50cal bolt gun to blow up junk cars on the weekends.

But consider that there is a difference between your 40 acre back yard and the city, where you may be sharing 40 acres with 1000 people. Yes, I know that many people can choose where they live.There are a lot of country folks who grew up shooting stuff, blowing stuff up, etc out in the back 40 where its just a normal thing that kids(and a lot of adults) are into.
Then there are the city people and reactionary folks who think that always means someone is a terrorist or psycho. I mean it might... but not all people who use axes are axe murderers.
*ok and reading the article it does look like some shady stuff was afoot but the controller was an innocent party trying to keep a friend out of trouble.
I guess "mass" is a relative term.
