    Listening to PDX-approach on LiveATC. Cobra-53 is circling now, waiting on emergency vehicles to arrive. Planning a gear-up landing at HIO. Wow - can't hear the pilot, but the controller is very calm about the whole thing.

    I think you may be mistaken. AirNav shows 2WA1 is PPR. "Airport use: Private use. Permission required prior to landing" Is this a case similar to Roche Harbor, where it's technically PPR, but the owners still invite everyone and "permission" is granted after landing?
