That's Spencer NOLF (NRQ). Practice field north of Pensacola where Navy / Marine TH-57s do pattern work.

Took me about 10 minutes to figure it out - the chart is depicting it as an airport with 8 runways, hence the funny symbol.
 
What is the purpose for that runway configuration? To simulate carrier decks?

The configuration allows adjustment for change in winds so they can almost always land into the wind. The course inbound is assigned by persons on the ground based on winds.

They have 4 deck landing sites available.

What the Army uses. Basically like a NOLF but they refer to them as stagefields. Most are tower controlled as well.

Gawd, that makes my PTSD flare up just thinking about that place. 3 mile final approach at 50 kts.... <shudder> "what lane did he clear us for?"

Lol! Yeah a painful experience. Sometimes an absolute nightmare when both patterns are at max capacity. You can take only so much before you need to move on to an RT to break up the boredom. Good memories of BBQ at Florala and Andalusia. A lot of Army Aviation history in those parts.
