What would the repercussions be?

Most of the time I can accomplish the same objective (getting to my destination on time without getting a speeding ticket) by just leaving a few minutes earlier.

See, there's the rub. Some people can always manage to arrange things that way, and some (looks in mirror) cannot. Funny how that all works.

In any event, the overwhelming majority of speeding tickets are written not to promote safe vehicle operation, but rather, as revenue-generators.
 
This is not a new idea. I've heard of people doing this for years. The gumball rally and various other public road races and record setting attempts have used this technique in the past. I don't know that there is enough demand to build a business on the idea, but it has been done.
