4/5 don’t have insurance within Detroit city limits; explains why uninsured motorist coverage is so expensive. We subsidize the confederate drivers there. No enforcement from the local flatfoots.

Most violations of FAA regulations can be brought up also under USC 49 as criminal. I had an enforcement that also went that direction so it’s very possible, especially for the extreme cases. They’re either handled by FAA LEAP/ASH or referred to them which in turn sends them to OIG for the local US Attorney. I have no idea about the success rate or referral rate. Once it’s off my desk I’ll only know something if I get a IG subpoena or contacted for information.

134 1/2 is a national priority now since Congress mandated something had to be done in our last reauthorization.
