In some states you have to declare in advance. Some you can declare at the polls, but that declaration stands until you specifically change the affiliation or change.
The primaries really belong to the parties. The Virginia democratic party for years didn't even hold primaries while the Republicans did. Mostly that I believe was a hold over from the racist history of the party.
