So I was wondering, would it be legal for a vor check to be done on a victor airway, using a gps fix on my 430?

Technically, no.

Because that is not one of the options listed.

However, I'm sure there is SOMETHING nearby you could use as a ground reference. And you don't have to specify what that is on your VOR check log, just the "location".
