Ever seen the smoke column produced by something like that? I am guessing that may be a reason for the altitude. The other concern is if there is a large scale continuing fire which can produce hellacious updrafts. I worked a paper recycling plant fire as a volunteer that was producing such updrafts. The last thing you would want is some fool with a PPL flying through that.

jeez, driving past a bunch of refineries in Odessa yesterday I said to JG, lets hope they don't pick right now to blow up :(
A lot of unleashed power sitting quietly in those tanks and pipes.
 
word at the airport today is that this refinery makes avgas...among other pet. products - and this was followed by 'hope they don't use this as another excuse' (to jack the 100LL prices into the stratosphere)
