This makes sense to me. You need (and want) the boards to be able to consider only the facts, and not be thinking politically, or of fallout from reports right?
I'm not sure it's influence over / bias of the investigative team that is the main consideration here. Don't the investigators often rely heavily on data / expertise from manufacturers to complete their investigations? Part of why that works is because one of the goals of an investigation is to identify potential design problems that need to be fixed so they don't recur, which is in the interest of the manufacturer...unless that information is used against them in a court of law. Make the investigation report something that can be used against the manufacturer, and all of a sudden all their cooperation dries up.
