Why do the -B and -E engines have many dashes instead of data in this tcds?

The attached photo is from AC 33-2B “Aircraft Engine Type Certification Handbook”

Whaa? So that note is not included in the tcds; I was going crazy scanning that document for such info.
So you say it is in an AC.
Which is not referenced in the tcds.
More bureaucratic obfuscation?

Sometimes that note is included right in the TCDS, sometimes not. But that is standard across all of them.
