Stupid regulations

He looks to have his hand on a tiller and if you extend the tiller shaft to the axle it looks like its connected to an arm of some sort. So my guess its an old style bellcrank steering linkage.
The chassis looks like it came from an ancient truck, turned back-to-front so that the rear wheels are steering. Those old things needed muscle to drive, so I suspect there's a steering wheel off to his left somewhere. I don't think a tiller could handle it.

I thought it looked more like a converted rail car.
 
What engine is that? Someone here gotta know.

Of all the pictures from that 1922 Atlantic, the air-car is one of the least crazy ones. Lots of wild stuff happened in that decade, that still are affecting us now.
