I think it is a stick-on compass rose to make transposing the ADF's relative bearing onto the DG to read bearing TO/FROM the NDB.

That's exactly what it is. Used to fly a Sundowner that had the same thing.

If you are referring to the little white airplane in the middle, it means nothing. It's for the dumb pilots so that they know that the airplane is not pointing backward or something.
