STAR graphics: No relation to reality?

In reviewing STARs around the Houston area, I came across this page:

Now I realize that the graphical STAR pages are not drawn to scale, but there seems to be a gross inaccuracy on this page that makes it confusing to me. The Hobby VOR (HUB/117.1) is co-located with the field (it's an architectural feature of the parking garage in front of the terminal building).

However, the STAR indicates that it is at least 6 miles away from the field, nearer RWJ Airpark and Chambers County/Anhuac.

Here's the L-19 Low enroute chart, which shows things correctly. Note that TCHDN is just west of Hobby, while La Porte, RWJ, and Chambers County are all ENE of Hobby, along the V20.

How typical is it for a STAR to be misdrawn so badly? Is there a way to feed back errors like this to the FAA?
 
That's hilariously bad...

The actual navigation drawing looks correct, but the location of the airports are wrong.

It's a Jepp chart, what professionals fly with. Showing what a properly done chart looks like. I would guess the NACO chart is wrong.

I've heard that Jepp charts are used by a lot of people. What is the functional difference between the Jepp charts and the FAA plates? Besides the cost, formatting, and how you update them.

It's a different chart that happens to be correct (though it also doesn't show the other area airports served by the STAR). However, it doesn't actually answer the questions that I asked: "How typical is it for a STAR to be misdrawn so badly? Is there a way to feed back errors like this to the FAA?" (Or whoever is responsible for the charts.)

I already know the chart is wrong (that's why I posted), and I know what it's supposed to look like. I'm trying to understand how common such errors are (I've never seen one before, but I'm just a recreational pilot), and how to get it fixed, if that's possible.
