Sales Tax - Georgia - 'Exit Tax'?

Hello good people...

Does anyone know if there is such a thing as an 'exit tax' in Georgia? I'm buying a plane (personal use) from a seller (private) in the state (GA) and he is concerned that the state will hit HIM with a tax when he sales the plane.

The actual sale will not take place in Georgia but Texas. I can't find anything that suggest the Georgia will tax him when the airplane sells.

Anyone know about such a law, if it exists?

If this is a deal breaker, write in a contingency in the purchase contract.
 
He'll owe capital gains tax in Georgia and Federally if he has a capital gain regardless of where the buyer is.
Buyer will owe sales tax to Georgia if the sale takes place in Georgia (no fly-away exemption).
 
Never heard of an exit tax.
