Had they landed at El Centro, I don’t think they would have left that night. I doubt people would rush in at 0100-0200 to service them.

Doesn’t say no transient fuel. Says no hot fuel during their their arrival. PPR is only required if intended RON. Obviously there was no intent to RON. They weren’t there at 0100-0200 either. They arrived at IPL around 2100 L.
 
Looks like recovery efforts are in progress TFR
