Sometimes OROCA gets 'interpreted' as a hard altitude. It's there to assist pilots in complying with FAR 91.177 (a) (2) (i) and (ii). That may be changing. Checkout the grid that KFAT is in to see what the consequences could be.
EDIT: They aren't proposing making it a "hard" altitude. Someone did at one time but that got nixed
