Attempted kidnapping might be a better charge.

Why would anyone want to go to Estonia? Especially this time of year.

Attempts to board then enter cockpit of arriving Alaskan flight.
Confused by the charges; burglary and robbery.

Burglary is defined as some combination (it varies from jurisdiction to jurisdiction) of these elements: breaking, entering, a dwelling-house, of another, at night, with intent to commit a felony and/or theft therein. My guess is that the Montana burglary statute is flexible enough to cover breaking into a cockpit with intent to steal the plane. And it's a state charge so they don't have to rely on federal prosecutors to lock the guy up.

Have you been to Missoula this time of year? :)
