Not at all. He said he knew what an RSA was, but that it has nothing to do with what we're talking about (incursions). Quite simply, an incursion IS an unauthorized penetration of the RSA. There are some situations where a hold position marking is situated further away from the runway than the RSA boundary to include other surfaces, but they will never be closer.

If you're off pavement, crossing the boundary of the RSA is a runway incursion at a towered airport.
