Best way is to get an email address and send them that way.
Conversations use the same editor that regular forum posts do. What problem are you having?
There is no "Attach files" button in conversations.
It was a permission. I've turned it on. I think we turned it off because we had people signing up for accounts and immediately sending spam via PMs including attachements, but now we put new users in a limbo state that keeps them from sending PMs (and dumps all their posts into moderation), so that's less of a problem.
