Excellent question. This country is filled with far too many people who concern themselves with things that are none of their business, especially sex.
I'd actually be curious to hear what some of these boys who are say 14-17 and had sex with a female teacher have to say about the incident maybe 5 - 10 years later as adults having had some time to process the experience.
I wouldn't be surprised to hear regret but I would be surprised to hear it was actually traumatic or that they felt the teacher should have been jailed. Maybe I'm wrong... like I said I'd be curious to hear what they have to say on the subject but we never hear that. We just have a titilating story, hot teacher pics, and a bunch of armchair psychologizing.

The way I look at it is I want to live in a free country where I can go along and live my life the way I want to live it.
If I go around pointing fingers at other people and trying to get laws passed that dictate how they live their life then that sets up the precedent that they can start dictating how I live.
This doesn't require me to like or approve of any of these alternative lifestyles. It only requires me leaving them alone. We always talk about how we're a free country so let's strive to be one.

All right so this is how it ALMOST happened.
Mrs. Price wasn't a regular staff member of the school, she just did occasional sub gigs at the high school. Her kids went to the middle school. English was the last class of the day. As soon as the bell rang, all the students bolted for the door.
She flagged me down. "I need you to stay after class for a little bit."
"Sure Mrs. Price." I wonder what this is about. She plopped down some clipped papers on my desk. 'A day in the life of a Knight. An essay by S. Arrow.' Oh, that essay. I wonder how she got a hold of it.

Now, about the essay. I'm not exactly sure which class this was discussed in, it might have been Mr. Tyler's history class. Maybe it was Mr. Smith's social studies class. Heck, it might have been Mr. Wahl himself, the normal English teacher. Well, at any rate we had some sort of discussion on knightly behavior in old England, and it came up that it was considered proper etiquette for the knights and their social equivalents to flirt with the wives' of higher ranking knights and senior feudal members, but not to actually succeed in any conquest. E.g. "go through the motions." Well basically, I regurgitated the entire discussion in an essay and turned it in.

"The busses are leaving. I can give you a ride home."

I don't remember exactly how I left it, but I do remember being encumbered with a giant, huge throbbing rager, then riding home on my bike, and, we'll leave it at that. All kinds of scenarios played through my mind as to how the event MIGHT have unfolded if I stuck around for a while. I still kick myself TO THIS DAY for not recognizing the situation for what it was.
A couple months later I had ONE MORE CHANCE to hook up with Mrs. Price. Moms sent me over to her house to drop off some paperwork for some club they were part of, and when I opened the door, she was wearing like this loose white terrycloth bathrobe. And I mean that's it. It's a fraternization and proper discipline issue within the school. It's not just an adult and an 18 year old.

That's a school disciplinary issue. They can and perhaps should fire her over it, but not arrest her and bring the weight of the criminal justice system to bear because two consenting adults had sex in a way some find distasteful. Go ahead and arrest her for providing alcohol to a minor if you it is felt the police must be involved somehow.

If you have an affair, is it none our your wife's business? What about your kids? Do they not count either?
If you want to have sex with another "consenting adult" and can do it in a way that has no impact on any other person, go for it. You'll get no complaints.

There you go, coercion, that is a valid test to apply for 'right and wrong' when it comes to sex, because then it is not really sex, it is assault.
So lets apply the test here, was the student coerced into having sex with teacher, 'Service me or I fail you'?
Not in this case if we are to believe the facts as presented. But it doesn't make any difference. This is a per se violation. The boys were still students.
The law is a blunt instrument, and if it's going to be effective as a deterrent to those who don't respect the difference between sex and assault, it has to be "hands off the students" without exception. No doubt this teacher was aware of it, and made the decision to flaunt it.
You make a very good case that this is an issue that should be sorted out between the teacher and her husband, the parents and their kids, the school and their employee.
