I think there was a malfunction with the draw bridge, I bet the municipality (bridge ownership) will have the insurance claim.

The owner's insurance will handle the refit and repair then subrogate the costs to whomever is responsible for the bridge (some are private entities).
 
Wherever he was, I'm sure there is an interesting story to go with it.
