Under 14 CFR 61.15, all pilots must send a Notification Letter (MS Word) to FAA’s Security and Investigations Division within 60 calendar days of the effective date of an alcohol and/or drug related conviction or administrative action. In 14 CFR 61.15(c), alcohol and/or drug related convictions or administrative actions refer to motor vehicle actions (MVA).

But the OP didn't say he's a pilot. He only indicated by the form of his question that he might have a 3rd Class Medical Certificate. Of course, anyone who has a PP certificate already knows the answers to all of these questions, and only those who are completely beyond hope ask such silly, asinine questions on this forum.

Technically, he doesn't need to be a pilot in order to make the report. It covers ground instructors as well (anybody who has a certificate issued under Part 61).

Was the Third Class "just a medical" or was it the Medical/Student Pilot Cert" And has the person ever had a Student Pilot Cert?
And looking for a loophole is always fun, but it's unlikely one will be found. If you can "legally" not report it this go round, you'll probably have to report it at the next medical.
This one isn't even worth the customary referral to The Good Doctor.
