Does the FAA have anything to say about
(for airports with grant assurances)

a) allowing or prohibiting the subletting of hangar space, or is that left completely up to the airport authority(AA)?
(also but separately, does the FAA provide restraint on an AA who wants to limit subletting?)

b) fueling, from your own supply tank, your own aircraft, and storage of such tanks on airport property?
(assume the tanks and fueling procedures are in full compliance with all associated state & fed safety regulations)

I am not a paid attorney spokesperson.

A. Yes an airport can control and even prohibit subletting and subleasing space on the airport. They are leasing said space to you, and have the authority as the landlord to maintain that control. It is even encouraged to prevent a hangar lessee or owner from subletting out their hangar to Uncle Bob's Trailer and Boat storage.

B. Grant assurances do not allow airports to prohibit self fueling. The airport may require reasonable safety rules and regulations. My airport allows it, but does not allow bulk storage of fuel. Here is an AOPA guide on it.

And is it possible that you just got caught up in the ol... "Well you let Bob keep his motorcycle in the hangar, what can't I keep my 2 RVs?" so they just made everyone clean out all non aviation storage.
 
Hmm it doesn’t say anything about vehicles. And usually there is a rule that you are not allowed to park your car outside of the hangar, on taxiway, etc.

You can keep your car in the hangar while the plane is out. FAA is my understanding saying if your airport gets federal funds along with state fund from state dot is it’s an airport and the buildings should contain airport stuff or businesses. The funds aren’t for Billy Bob to store his collector cars.
 
It’s not like I could fit another airplane in my hangar so not sure that it matters what I put on the sides.
 
No subletting and no self fueling. Hangar is for airplane storage only.
