I know I used to be able to search for aircraft by location (state, county or city) but now I have a need to locate airmen (A+Ps actually) in a certain geographic area.

Looking at the registry search tool, I do not see that option - you must have a last name.
Any tips?
The title is for the Humor Tax.

 
The FAA only wants you to use the search engine to violate the privacy act, not for any legitimate function.

I periodically search for riggers in my area. I download the current registry (it's surprisingly small), dump it into a spreadsheet, and sort and filter on e.g. zip code and cert type (hint: you probably want M, R, or I).
