Good luck with that one. The luminous transmittance testers use about 1 square inch of material to test. I'd love to watch someone explaining to the FSDO that they need to make three tests, at different places, and then average them.I understand how the rule is currently applied, but the way the rule is written leaves it open to interpretation. It doesn't say "the material must have", but "the window must have". A window tinted as I mentioned would comply to the rule as written, but the FAA inspector might disagree and that could turn into an interesting court case for someone that had the time and money to wrestle with the FAA.
