A/C freezup v humidity

I was in phx recently and it was a zillion degrees, 15% humidity.
The freon a/c quit after a few minutes taxi, and there is the thought it may have froze-up.
Can this happen when it is very arid conditions?
This was after being on the ground for an hour; thinking it was not cold soaked.

What part froze up? Various reasons for A/C to quit like that with the two mentioned above at the top of the list. Any chance you had baggage stacked close to the evaporator inlet?
 
As has been said, freeze up comes from low charge. The evaporator coil (where the air is cooled) should fun warmer than 32F, so no freezing.

As to moisture content. If the charge is low (coil temp below freezing) if the dew point is above that temp you will get condensation and freezing.
