My cousin used to live in Riyadh and that was really cheap gas too. Although his neighbors got blown up one weekend and he had to explain to his daughter how she could no longer play with her friends. But then everything has a downside.

Not the greatest infrastructure but simply due to geography an active GA sector. The problem is the political environment that doesn't look favorably on 'rich land owners flying around willy-nilly'.

Automotive fuel is so cheap because it is subsidized by the government. AVgas is not subsidized.

There is GA down there, and surely lots of private jets in Caracas.
