60,500' & 20kts

Is that the ham radio equipped one that has made it around the globe a couple of times now?

One of my online acquaintances is somehow involved in that flight.
 
I zoomed all the way out. It's a sweet image - the thousands of jets and their frantic Mach-speed beelines around the planet, and the lazy meandering of a balloon waaaay up there, just poking along all alone over the open Pacific at 22 kts.
 
I heard a SW pilot asking about it while we were flying over New Mexico on Saturday. He asked the controller what it was and a Navy chase plane responded on freq.
