It's not a flight school, so it wouldn't run like one. It sounds like he's in a club and taking lessons from an independent CFI/CFI associated with the club.

If a student knows how to read, he can know exactly what he is supposed to learn and to what standards because the FAA publishes exactly what constitutes an adequately-trained pilot, for free even. I think every student should read the ACS during their training so they do know to what standards...
