Exactly…I mean, if you have an engine failure and have to land off-airport, you’d definitely want to know about the tower. And unforecast headwinds that slow you down enough that the rocket launch could be a factor…IDK. How can I reasonably go fly and consider myself a safe pilot if I'm not equipped with this information?

The document does look official... But there is NO other reference to it anywhere on faa.gov or anywhere else that I can find. So I wonder if this guy is doing a one off in his own region.

Yeah, if you happen to find yourself at 63 feet AGL while still 5 miles from your intended destination, you've got bigger problems to worry about.
