I don't make the rules, I just try to live by them. Whether or not the folks who broke the old rules will follow the new ones is immaterial to the rule-writers -- the FAA has to be seen doing something to justify their existence before Congress, and this is how they do it. The problem with this compensation issue is that there doesn't seem to be any way to set a reasonable standard and have everyone live up to its spirit. The only thing that seems to work for the FAA is an absolute prohibition on all forms of compensation outside an authorized commercial operation. Can't say I like it, but that's the way the FAA seems to see it. If you can come up with a way to allow compensation for charity flights without folks abusing it, I'd love to hear about it.
