I am pretty much saying the same thing other have said here.
High wing, Electric flaps or Johnson bar flaps with solid up locks it makes no sense to me to put them down when parked/tied down.
Low wing, we often put them down to prevent people from standing on them.
Flaps without positive up locks C-140 as recall, Super Cubs, Citabria/Series, etc it makes sense to put them down so that the don't flap up and down in a strong tail wind.
