Actually the red paint signals the DME will couple with anyone for a price.

I wonder if decommissioned VOR stations will linger around half a century, as did the old pre-WW2 airmail beacon towers. Those red-and-white towers were replaced by A-N radio range airways back in the 1930s, but they could still be seen on farms in the midwest until at least the 1990s.
