I look at the list of MC members and there are two designations.

Is it like an Associate Professor before they gain tenure?

It's pretty inconsequential from a user facing standpoint. It has more to do with the back-end admin permissions of the site itself. Either has everything that they need to act in their role as MC.

Yep. Anybody on the MC has full permissions to moderate anything on the front end of the site.

Are there instructions for the using of the Holy Ban Hammer? I wonder if the count is to three.
