What do you consider "over the fence"?

I used to tell my students that "over the fence" referred to the final combination of speed and configuration immediately before transition into the flare.

I doubt "the fence" was in the same place at each airport pre-WWII, that is if they had a fence at all.

Well I guess the OP's question was "What do you consider..." Rather than "What is..."

I think of it as before the threshhold, but at a point on airfield property where there are no further obstacles between you and the runway, to the point you could probably even execute a rough landing there.
