Why do what? Shot down the balloon? If that is the question, if we can recover enough of the balloon parts, we could potentially find out a lot about what they are interested in. This allows for better counter measures...
If the question is why did China do it? Easy, they got away with it before.

I doubt the intel community (perhaps with the exception of DIA and then only because they are direct mil ops not because they had anything to add) was even consulted on the decision.
