The TCDS pilots seat PA-28 location 80.5" I believe this is the most forward position as the Approved Flight Manual list it at 80.5" for wight and balance computation. Is their someplace that explains the TCDS is the most forward position or what it is based on.

The TCDS 80.5" is the position of the forward seat(s) for the certified empty weight calculation which is close to the middle of the seat track. Depending on model year, this seat position is listed in the weighing procedures or in the original EWB Report under weighing prep. I seem to recall it gave X number of seat track holes from the forward or aft position. There is also a old Piper Bulletin that explains this.
 
The 80.5" figure is measured from the datum line ( a point defined at the end of the TCDS ) to the middle of the front seat area.
