No not at all. Actually what happend can easily be aruged to be all of those I've cited, I'm not saying it was but a valid argument could sure be made given the definition of those laws.

The ramifications of "bending" a law to punish this guy makes for interesting debate, but as I see it, it's wrong. I've been doused that way a few times... by accident and on purpose. When you're eight and are already soaked, yes, it's fun, but at any other point in life it's not so amusing.
Believe me, there's a big difference between showing up at work or school a little wet from the rain, and showing up covered from head to toe, soaked thru your underwear, in gutter-filth. Leaves, trash, dirt, motor oil, excrement maybe... it ain't just water.

On the other hand, sometimes it can't be helped (although in this clip it looks intentional to me)... so it pays to be very careful where you walk or stand along a road on a rainy day.
 
Given the commentary it sure sounds like it was deliberate, but who's to say that the audio was recorded contemporaneously with the video? He seemed to know that there was both standing water and kids at the bottom of the hill before I'd have thought he could see them. He may have recorded the audio after the fact in a mistaken belief that it made him "cool."

Probably(sadly) in this day and age of lawsuit and litigation you would be charged with child neglect as you should have driven those kids to school. As minors they should have a legal guardian or someone for supervision to keep them from the kidnappers, pervert's and the especially evil puddle splashers.
If the video event was a common occurance my dad would have given me a good sized rock to keep in my pocket for a reminder on his windshield the next time.
Also I'm sure if a study was done more kids are run over by parents backing out of their own driveways than are hit by some dummy trying to splash kids.
This video was probably a set up as how many people drive around on rainy days splashing kids with a car, with a recorder going?????????????
 
If this is in the UK, they will probably ban puddles next.

But remember Being charged with a crime and in PA having the charges held for Court after a preliminary hearing at which only Prima Facia evidence is required are VERY different things than being convicted

If he doesn't want to believe that there are plenty of laws applying, that's his option to do so. But, ignorance or denial of the law doesn't mean it doesn't apply.

Is it your opinion that one can never be charged with a crime that he did not commit? Moreover, that once charged, you can never be found not-guilty?

Because it sounds like that is what Adam is implying: he can be charged with anything, not necessarily convicted.

What? Short of putting a tank in front of the vehicle there really is no way to stop that sort of energy. Firing on it sure wouldn't help matters. Best bet would be to get the kid the hell out of the way.

I've driven a tank. I wish I still had it some days.

The scenario is people pulling up with a barrel of a weapon (what kind? hard to tell) pointed out the side window, not intentionally running over people (different scenario).
 
I would enjoy having one. What sort of fuel-burn would I be looking at around 30-40 mph?

Can't stand out of the hatch in a Bulldozer and lay the main gun on target, call, "Gunner, Sabot, Tank!" then "Fire" and have that gold ole 105 or 120mm blast away.

Ahh, but that only means you are not being creative enough. I imagine it wouldn't take too much to mount a 105 or 120mm canon to a bulldozer :D

True... but it was pretty easy to just sign out one of Uncle Sam's toys.

The hard part was turn in. Its incredible how much dirt and mud can get into an M-1 Abrams -- and how long it takes to extricate it all!
