Sorting States

When sorting a list of states' abbreviations, do you sort on the abbreviation or on the state for which the abbreviation stands? For example, do you sort:

NE
NV
NH
NJ
NM
NY

Or do you sort

NE
NH
NJ
NM
NV
NY

go to a retail site, make like you are buying something, there will be a dropdown list of states during the ID phase....the abbreviations are always in the same order but I don't know what they are right now.

i've gotten mail with MI, MO, and MS

i don't think it really matters as long as you can search on the string

i've seen address drop downs done both ways, which can be aggravating

personally I prefer to see it spelled out...is there a shortage of pixels and bits out there???
