Myself and a newly minted L48 CFI were discussing Class E, specifically at noncontrolled airports with published approaches. He asked me if one could legally depart if the wx at the field is below class E VFR mins without asking for a special, I told him as long as one stays below E in class G and clear of clouds then yes one can land or take off.

He didn't like that answer, though reading the regs afterwards I don't see why not if it is class G.
 
Well is the airport in Class E or Class G? From the question your instructor asked, it sounds like the airport is in a Class E surface area. Otherwise the question doesn't make sense, you can't get a Special VFR clearance for a Class G airport.

If you're in Class G, then Class G weather minimums apply to VFR. 1sm and clear of clouds in the daytime. Special VFR is neither necessary nor possible.

You right except you also need 1 mile vis in addition to clear of clouds.

If you have received an IFR clearance, you can. You can even takeoff in zero-zero conditions, although it might not be the smartest thing to do. VFR minimums don't apply. You are IFR.
