ANY repair station or FBO with a maintenance shop will get an inspection from the FSDO regional office during their audit each year... Just have some tools used in repairing aircraft around without a cert tag and you get a substantial fine... For EACH tool.....

For a 145 CRS, yes you would be correct. For a non 145 unless the maintenance manual or ICAW specifically state such, it would be hard to do.
Again, just use common sense.
