Removing/Replacing felt on cowling

When I open the cowling on my new Luscombe, there are two strips of what looks like felt, one fore and one aft, apparently to cushion the closed cowling clamshells against the main/fixed cowling. The felt (or whatever it is) is shot. Is there an easy way to get it off? Maybe some solvent? Also, what do I replace it with?

A number of different products can be used in that application, felt or webbing. Both found at Aircraft Spruce and Specialty.
Usually an adhesive is used to stick them on.

what do I replace it with?

Stick with the felt. Look for a "S.A.E. Pressed Wool Felt" as it is more dense and the type usually used on aircraft. Plus use a good glue like 3M Contact 10.
