question on notam

The Guernsey airport has this notam. I don't understand the first part, got the date/time with no problem.

Looks like a change of operating hours for the day.

As per the AF/D, original times were 1600-2400 Z. Startin earlier in the day, ending by dinner time.

I think "service" just means that it's a notam about what service is available.

Well, tower is closed on weekends, which is when I discovers the notam.

Looks like they were going to be staying open late that evening
